The Quebec Soft Drink Industry

The Registrants to the Agreement

There are about 90 soft drink distribution permit holders in Quebec, of which about twenty five (25) are recoverers.

Registration Process

Any person applying for a permit to sell and deliver soft drinks in accordance with the Act respecting the sale and distribution of beer and soft drinks shall complete a Registration form.

BGE shall determine in respect of any person who wishes to become a party to the Agreement whether such person is a Recoverer or a Non-Recoverer.

Rights and Obligations

Any non-refillable soft drink container sold or delivered in Quebec must bear a mention to the effect that it is consigned. The registrants must collect a deposit of 0.05$ for each container sold or delivered applicable for these containers.

A registrant must, on the 15th day of each month at the latest, report to BGE on the containers sold or delivered during the previous month, as well as those sent for conditioning or recycling during that same month.

Recoverer

A Recoverer shall maintain a Soft Drink delivery and recovery network, using vehicles essentially dedicated for this purpose. A Recoverer shall recover Recyclable Containers at a frequency at least equal to the frequency of distribution or at such other frequency as to prevent, in the opinion of B.G.E., the undue accumulation of Recyclable Containers in Establishments.

Non-Recoverers

A non-Recoverer distributes soft drinks in non-refillable containers but does not possess a distribution network. Instead, a non-recoverer pays a contribution in function of its sales to cover a part of the recovery costs assumed by the recoverers.

The artisans

Any individuals or organizations that perform recovery of containers in parallel with the regular recovery network, such as selective recovery sorting plants. These authorized individuals or organizations may have their containers recycled through conditioners and recyclers certified by Recyc-Quebec but do not have to adhere to the Agreement.
